The program works as an ever-present notification system that gives you a heads up right on top of whatever app or program you are already using.

Halo can provide notifications for every single app and system-installed program on your Android device. When you get a notification, you can even access the most relevant page of the app by clicking on the notification bubble. This allows you to avoid switching completely between two different apps.
